Anthrax spores are apparently one of the best options as weapons of biological warfare already found naturally in many regions including Central and South America, the Caribbean, Africa, Middle East and parts of Europe, can be produced easily and be stored in dry form and remain viable stored for decades, are easily dispersed by air and can be inhaled by unprotected troops, remaining in soil for many years.
Another desirable feature that makes this bacterium as a biological weapon is that it can be grown easily and inexpensively. What actually has military value is that Anthrax spores are very resistant to attack from their environment and can remain viable for many decades, in addition, the spores are small enough so that some military group tried to free the environment as aerosols.

There is some kind of governmental authority that take care of this kind of threat like the OTAN or UN?, I don't know what they do but I'm just guessing.;)
